The Studies Committee and its functions: 

      The Studies Committee, in its current form, is one of the leadership bodies of the Free Patriotic Movement. The President of the Committee is effectively member of the Executive Body. The President of the Committee is represented, if he is absent, by his/her assistant appointed by him and approved by the president of the party1.

First: Functions of the Studies Committee

In the circular issued by General Michel Aoun dated 17/09/2005, "Functions of Central Committees in the Transitional Phase", you find the following description:

"Seek to provide a future vision which guides the Free Patriotic Movement in all fields.

Prepare strategic, political and economic studies etc.. to help guide the FPM work automatically, at the request of the president, central committees officers or Qaza committees officers, in coordination with friendly studies centers, particularly specialized groups affiliated to the FPM.

Attract expertise and professionals with high skills from Lebanon and Diaspora countries, classify them according to their specializations and skills and strengthen them to meet the needs of the committees and search teams in the Studies Committee.

Set up development and regional programs and put them practically at the disposal of the competent committees in Qazas (environment, development, economy, etc…" 

In addition, some articles of the rules of procedure show the functions of the Studies Committee as follows:

Research function, based on thinking over Lebanese and international public matters, elaborating ideas and visions, raising new issues, finding solutions to questions to be solved, in order to help improve the performance of the FPM and its public policy.

Study function, based on studying topics and issues considered by the Committee as appropriate and useful for the FPM, requested by the FPM Command, its deputies or ministers, or its relevant bodies, in order to learn from its findings and use them for the best of the national policy of the FPM or its good internal management.

Counseling function, based on giving scientific advice in the subjects raised by relevant party bodies.

The Studies Committee applies the following scientific method in its studies:

identification of the problem
examination of information and existing studies
elaboration of a general vision through the explanation, harmonization and management of information
collection of evidence and facts
elaboration of a scientific reasoning of the problem based on statistics and direct questions
Final recommendation attached to a scientific conception to solve the problem.
